Hey! I found out more information about this cargo bike. It belongs to Timothy, the owner of Corner Bar and Weird Fish in SF's Mission District. The bike is used primarily during the day to deliver produce, etc. from markets to the restaurants. Recently the key to the bike lock was lost and that is why it's been permanently chained to a parking meter! (Also perhaps because I normally visit the Mission in the evening.)
just a little more info, Timothy will be taking that bike to Todd Barricklow (from earlier photos on this blog) to be fixed up and turned into a roving concession/fine food/taco bike.
